Here's some numbers for you (no temporary buffs):

From point A to B with only +12% passive = around 8 sec

From A to B with 12% passive and 15.8% boots = around 7 sec

From A to B with 12% passive, 15.8% boots and 18.8% amulet = around 6 sec

PS: I did it like 7-8 times for each one to be sure.

Do you swear to god you ain't fucking with me? There has to be more info on this. Are you sure the passive skill isn't acting like a temporary affix/shrine buff and only activating at specific times thus putting you over the 125% cap, or is it always active?

Try testing it without the passive.

Me personally I started slightly under the cap but I found a item that put me quite a bit over the cap but I didn't notice a huge bump in speed. Granted I didn't do time tests.

Edit

I'm willing to bet that if you remove the passive but keep the boots and amulet you will still do 6 seconds.

I refunded the 3 skill points i used on this skill and went from 146% to 134%. And I was indeed a little slower after that.

Well ya sold me on it. I was going to quit trying to stack movement speed since I thought it was pointless but now I'll try to keep pushing it further. I love having the extra speed, especially for dungeons where you can't summon a mount.

In other news...

I think the confusion online steams from the fact that the 25% number refers to the maximum you can shave off your travel time by increasing your base permanent run speed. But in order to do so you have to raise your base stat to 150% in your character sheet. And that's probably the actual max base. My second test showed:

100% base stat = around 8 sec from A to B
146% base stat = around 6 sec from A to B

Around 25% faster

There's the info in game with your current and max movement speed including bonuses. And how the hell can you read more than 2 paragraphs of that article you linked before you decide to never visit that site again.

Myself, I'm quite partial to the bubbly cauldron - tendrils everything to one spot, bone prison for the cauldron, so that's stunned, slowed and vulnerable. Bubble with corpse explosion until the stew is done.

Leveling slows down so much after level 50. Feels like it's been ages, and I'm still not up to 60 yet.

About that whole "move this thread to the MMO(RPG) forum": That forum is entirely inconsistent. Many of the games discussed there are not MMOs. Games like PoE or Diablo 3 are not MMOs. Diablo 4 actually has a much better claim for MMO-status (tho it's still not really a clear-cut MMO).

It also makes no sense that the forum explicitly includes non-RPGs, yet is placed in the RPG forum section. Non-RPG MMOs should go to General Gaming.

For me, the biggest slowdown is levels 40-50 where you're sorta between world tiers but don't really have access to nightmare dungeons to speed things up.
Perhaps the solution is to leave the strongholds to carry you through this point.
And just chug a random elixir for the 5% exp, cause every little bit helps.

Fully buffed bone prison and tendrils with aspects?
Yeah, this pretty much solves monster packs, leaving me with figuring out how to best do bosses.
It's a bit tricky, but the tendrils cooldown can be brought down under 7 seconds, bringing it in line with the crit buff from aspect of grasping veins.
I need to check if Aspect of the Void on Blight can perform a similar function when going for shadow damage.

This abomination resets your progress on each season/update?
So you must grind again through level scaled mobs every time they add new content?
This must be new peak for the GaaS bullshit in single player game.

Journos are trying to present this as the greatest thing since ever!
Diablo 4 season resets: Here's why you will actually love it.

It's basically Seasons from PoE - make a new char to participate in new content (if you want, there should be some minor rewards if you do).
After season ends, the char get moved with the rest on the "eternal" realm.
You're supposed to tackle new content after beating the game's main quest.
Also, you retain some of the progress on the seasonal characters: altars of lilith and map uncovered.

I mean, ladder resets with each "season" adding new stuff only available in the ladder have been a thing since LoD.
