I strongly suspect that back when DA4 was supposed to be a live service game they tried to make a medieval Overwatch, but then they kept the look even as they transitioned to single player only.

Yeah you know its bad when a new game happens and you could have done better storytelling with 3 mates and a case of beer in an afternoon.
