Same as Gothic. If the owner spots you they'll get pissed off and try to beat you up. If you do it in Nemeton or the Remnants camp I think you can get fined if caught, but I've not experienced this yet.
Some NPCs actually note theft in dialogue as well even if they didn't spot you. I looted the bedroom of the tavern keeper in the remnants camp whilst doing a quest for him in the tavern's cellar. Later on, he commented in suspicion that someone had stolen from his bedroom and since you were the only person he had let down there then you were the most likely suspect.
