The downgrade is real but the real problem is the story.
So what's the issue with the story?
I watched Ellajaz playing it and the story is almost non-existent. The dialogues are bad but not in a funny way.
One Steam reviewer puts it better than me:
The story is extremely dull with continued exposition and lampshading that just reek of poor writing experience. The voice acting for the majority of the NPCs is extremely comical, with lousy exaggerations of American accents done by people who clearly aren't that. Harran had a pretty consistent cast of voice actors, if not in quality, in terms of the accents themselves given its middle-east/slavic setting. I don't know if there is an in-universe explanation as to this yet, but regardless, I just find hearing guys who sound like Solid Snake and Pvt. Pyle giving anime dubs extremely off-putting. This compounded with the dreadful dialogue makes the NPCs a headache, and the main villain is a bright example of this. Our introduction is him going into a monologue about his father and a farm as he's about to execute a nameless NPC we knew for 3 minutes. This is meant to be played as a completely serious dramatic moment, funny enough. It doesn't have the charm that the first game did, it's just downright incoherently insufferable at times. The first game's writing was laughably entertaining in its mediocrity, but this just makes you frustratingly bored.
