Without flurry, she would be a forgettable punching bag.
She could have had other interesting attack. Or her flurry could not oneshot. Or it could be possible to roll through/away from it in a reasonable way. I don't think that's a huge problem.
Actually if the reason for Froms to put flurry in such a way was them not knowing, how to make the fight memorable in an other way, and they thought
"Yeah, so let's put a oneshotting move, that players will rage about not having an idea how to approach"
Then it's even worse than simply Miyazaki being sadistic, cause it'd make them not capable of creating a satisfying challenge.
You can avoid it as long as she won't catch you during attack animation, it's even easier if you can survive at least one hit.

BTW, are those stone keys like in DS2 where you have to be really careful where you use them or are there enough to open everything in one playthrough?
So far i skipped the one in the Hold, a boss in the Weeping area that unlocks by using two of those keys and that one in the catacombs right after the tutorial.

My point is not that her attack is not possible to be avoided, but that designing a fight around one oneshotting attack, that is not intuitive to avoid, is not a good way to create an interesting challenge.
How to dodge dive bomb: roll away right before she hits youFight is not designed around this attack? I helped people on her many times and in some attempts she didn't even use it or spammed it 3 times in a row, it's random I think more noobs die to her dive bomb at the start of phase 2 anyway.
