Poor attempt at sarcasm - philosophical and social commentary with an underlying tinge of humour has always been present in Fallout. Caesar's Legion are philosophically inspired, imbued and flawed (see: Caesar's misinterpretation of Roman culture only held together by sheer force of will and Hegelian Dialectics) but the football gear only serves to enhance it.
The game takes itself seriously while also retaining a sense of self-awareness. It's not just goofball nonsense, it's fitting.

Yeah and so is the Nuka Cola chick and the guy who lives next to her. They embody a facet of the human condition that explores mating rituals and gender relations, while humorously poking fun at what guys will do to get laid.

The old lady with the violin explores themes of loneliness and the abandonment of the elderly.

Megaton embodies human resilience and the innate need for spiritual development, and making unfunny nuke related puns while worshiping a nuke dud.

Just kidding, it's retarded. So are Romans in football suits, supermutants in dresses and holographic ghosts, it's just that Bethesda made one and Obsidian made the other. What would be shit in the hands of Toddler becomes a gourment meal in the hands of Fagellone to some of the cultists that reside here.

Fallout's humor was subtle and subdued. Fallout 3's was retarded hipster edginess. Fallout NV goes even further and insults the player's intelligence with obviously retarded stuff that is meant to be taken seriously. Moira and the Church of the Atom are at least obvious jokes which, while hamfisted and unfunny, are still portrayed jokes. Caesar's Legion is actually a serious faction and NV expects you to take it seriously.

No, I haven't played it in ages and don't remember a single line of dialogue. I don't remember finding any LOL THIS IS FUNNY stupid joke screaming out at me in it though, which is the most I can ask from a game that wants me to take their writing seriously.

It did. It was also shit and the only Fallout I never finished (or really played all that much). I probably shouldn't be bashing a game I haven't played for any serious length and which I mostly know from second hand sources but fuck, it's the codex, posting uninformed opinions is practically a requirement.
