Obsidian have a good grasp of what makes Fallout, Fallout.
Yeah nothing says Fallout like guys running around in football uniforms larping Romans.

So they made what mods normally do ( customization for everything, housing, shit to do when you are bored ) and left what is really important ( story, quests, npcs ) to modders, i see how it is now Todd.

Poor attempt at sarcasm - philosophical and social commentary with an underlying tinge of humour has always been present in Fallout. Caesar's Legion are philosophically inspired, imbued and flawed (see: Caesar's misinterpretation of Roman culture only held together by sheer force of will and Hegelian Dialectics) but the football gear only serves to enhance it.
Fallout's humor was subtle and subdued.
Care to give an example? (I assume you mean F1, which I haven't played in a very long while, hence the question.)
F2 had the same sort of humor you're describing as retarded, the way I remember it.

Pretty sure Fallout 3 had guns.
