I want a Fallout: Britain. Have the protagonist emerge around from a Vault around the same time as the Vault Dweller in Fallout 1.
Britain's climate is a lot different from the West Coast of the U.S. If they approached the visual design the same way as the guys who made The Last of Us did (based on the book The World Without Us), it would really be interesting to see how mother nature makes a come back, especially the primeval forests of old.
London would still be around, but with ruined buildings sprinkled in with the greenery. Tell me that does not sound like a great place to explore.
Culturally the game could be a lot different too. I'd expect society would have tried to reorganise much like NCR did. They wouldn't have to rely on shitty tropes from Fallout 3/4 like the Brotherhood of Steel and the Enclave.
Bethesda wouldn't be able to make a game like this but Obsidian could.
I don't think even Obsidian could. There's a reason Fallout games had these locations, the developers picked didn't just pick cool places, they chose regions that were close to home. It's easier to pick any region in the world in a fictional setting when it's a more linear game, but open world games including an entire city have to do it justice, and that takes a lot of research, which means a lot of money.
One just has to look at GTA and Assassin's Creed for examples. They take months just scouting these places, and Obsidian can't afford that. It's not just expensive, the spin-off will probably take 18 months again, no matter who makes it, and they can't afford to do spend months just getting the location right.
I think in that case it'd have to be a british/french developer.
That would be interesting. Since Kwan North is boring they may as well go with other places on the globe. Now postapo Potato has been done to death with Stalkers and Metros, postapo Africa, SA and Azn would look pretty much the same and Australia is Mad Max' gig so yeah, Britain could be the right choice.
Ofc that's not gonna happen. Bethesda is gonna go with NYC next and it's gonna be even more boring than the Capital Wasteland.
Well, mods finally started to come out so with couple tweaks here and there, finally went through it. Took about 80 hours on survival difficulty till I called it "done for now" on first run and got a couple bits of content left here and there. Here's the full list of mods at the end.
MODS used:
- Louder Footsteps, a must for ambiance.
- Better item sorting (Full dialog compatible), late game it gets crazy with all the shit you have.
- Full Dialog + NoPlayerVoice + no dialog camera option. I fucking hate voices main protagonists and stupid console dialog shit.
- Classic VATS, actually stops time in VAT, no that slow motion crap.
- Craftable ammo, a must for me, especially at first on Survival difficulty before the realistic damage fix/no legendary. 20 missiles into an enemy to kill it was just not doing it anymore...
- Easy Hacking and Easy Lockpicking, because FUCK MINIGAMES! Just need the perk and you're done, the way it should be.
- Lowered Weapons, this is stupid simple but works wonder for ambiance while in 1st person.
- Customize Legendary Spawning (No legendary), because I hate that shit.
- Create your own Survival Balance (x2 for everyone), which is actually the entire reason I kept playing basically.
- Towbie Realistic Firearms, because when shit hits the fan, a 44 shot in the face deafens you with this.
- Darker nights, because this is no lalaland.
Also tweaked many INI shit like FOV, godrays and some other crap, as usual.
Story wise, it's really badly written and fucks fallout lore a bit here and there (everywhere?) but I'm not a hardcore lore addict and the more the story progressed, the more I actually got into the character I was playing (more on that later). I accepted the bad early on and just decided to suck it up and just do my own shit so I ignored most of it for like 50 hours, then just stumbled upon it and went through it pretty much non stop after that. Fallout's always been cheesy, stupid decision kind of stuff I think so once I accepted that nobody in this universe actually has a brain and can get their shit together, I went with it.
Gameplay wise, it's all over the place. I kept going "ah that's nice" and followed it immediately by "who's the retard who implemented that!".
- Companion orders is nice but it's not bound to a fucking key and you need to actually "activate" it but there's that fucking dialog bubble shit and stupid AI pathing and it all comes down crashing. ANYONE with half a brain would have allowed "Companion command" to be a keybind and the ENTIRE thing would work great...but no, they had to fuck that up. I'm 100% sure mods will fuck that shit in the butt in 5 seconds once the tools come out, this is a must.
- Settlement system is awesome (conceptually, when you think about it, it's fucking awesome really) but they again fucked up the ENTIRE thing by retarded design decisions, clunky interface and whatnot. You are CONSTANTLY pestered by stupid useless "go help this shit" missions, there is no unified interface for settlements supply lines (you have to fucking wait for them and no idea where they link to and whatnot, which is crazy!), there are no options to allow for bigger "value" settlements, way too restrictive collision detection on everything and on a french keyboard, NONE of the fucking settlement binds are converted from your changes (since it's by default assuming you're in QWERTY while you're in AZERTY) and there are tons of keybinds that just crossover badly. Again, all that shit will be solved in 5 mins with mods but it's crazy to release shit as is.
- Dialog system is fucking awful. The "speech bubble" FORCES you to face the characters you're talking to all the fucking time because if you move the camera (in 3rd person for example) while in dialog, it fucking stops. What is the point while you could just "force lock" into dialog as usual and just add TAB to quick exit anytime if you want. Done, problem solved. That "dynamic" shit is so retarded...
- Gunplay was decent enough for me. I'm really not an FPS player but it felt somewhat ok, better than Fallout 3 I think. I tend to use VATS when I can though (which on Survival difficulty before modding was never, since it takes like 200 bullets to kill a fucking dude).
Graphically, I don't care much. With a couple tweaks, it looks pretty good I think and I could get a non stop 60 lock on ultra everything (minus godrays)
Aesthetically however, I do care and it's decent. While not realistic (200 years after nuclear war, earth would be greener than it has ever been, not a wasteland) but for the setting and what it wants to achieve, it's decent.
- They put a lot of work on the world design and even in the buildings/dungeons/whatever. No idea if they automated some of that but I was impressed honestly, it's very nicely crafted and while I don't usually like urban settings much, sneaking around in the streets of the city with vertibirds flying over, fatman exploding left and right and whatnot felt quite good.
- Main grip is that they just cannot animate male characters for shit so again I was forced into playing a female protagonist (well that and the voice, before I modded it out anyway). Male dudes just seems to have a fucking broom in their ass non stop, I don't get it. Female moves are fluid, very nicely animated but the dudes are just..wtf.
- Armor and weapons are "ok" for the most part, to each his own on that I guess. The "layering" system is pretty cool though, allows for that "pick whatever fits and make it work" apocalyptic feeling when you end up with a patchwork of things on you. Not enough "under" layers I feel though and since only the vault suit is moddable (and good, and actually has important story/quest value in locations you go to sometimes, unlike other faction stuff from what I found), it felt lacking.
Main fun was just doing my thing and exploring, followed by settlement stuff. That's what I liked in all fallouts really, and it's there again. Story wise, as said, I thought it was cliché retarded bullshit but since I was playing the mother (forced because dudes animations are ugly) and there's the entire son thing, I kinda went full onto it when choices where proposed and surprisingly, it fit proper. I know it's RPG bullshit for some but my protagonist coming out of the vault was behaving completely differently by the time I called it "done". Cream on top was that she was looking quite different too after 80 hours through the wasteland, with half her facr burned, missing part of her scalp and radiation marks here and there (via the surgeon thing in game). Didn't quite expect actual character development to happen in this game but heh, it did, and that surprised me.
All in all, as with many moddable triple As, the base game is shit. That's not debatable, it's just retarded console shit designed by fucking braindead monkeys to make lots of cash on lobotomized console fucks...
But, on PC, as with most moddable triple As, this game is just the bomb for what it is and well worth the money. When I see what people did with F3, FNV, TW series, Skyrim, etc and see the couple new features added with F4, the modding community is going have a field day and I'm sure we'll see insane shit for years to come (and possibly have hundreds of hours of fun because of it). It's just another one of these games where you pay for a modding access engine, like TW games, like Skyrim before. You know it's shit, but you know people who actually care and are talented will mod everything to make it quite awesome...
I'm just sad I have to pay that much to Bethesda, instead of less to them, and actually fork some money to modders..ah well.

As a note, I had no real bug whatsoever, no crash or anything I'd call "problematic" the entire run. No weird people flying around, no stuck things, nothing really "buggy". Probably in the minority here but despite it's flaws, it was for me at least a very stable release.
The thing about NYC is that they'd have to up their game by a lot as far as world size goes. Real Boston has 48mi² of land, and the city proper is about 1/5 of the FO4 map, which has at least 35-40% of water. NYC alone has 305mi² of land. At this rate, the city would be in a ridiculously small scale even if they make the entire game in the city.
Yea. I started on Survival because I wanted to the protagonist to be squishy and HP regen/RADaway to be slower, not for some "'merica, fuck yea!" thing. That worked kinda early on but very quickly mobs became INSANE bullet sponges (and I mean insane) with Legendary shits EVERYWHERE. I stopped playing around that time because of it, was just boring. Then mod came out, I tweaked couple things, and enjoyed it again.
Basically mods still keep it you very vulnerable and regen from HP/RAD very slow, but enemies less bullet sponge (they can still take hits) and removed all legendaries as well (and of course not using them). Being careless against tough enemies still got me fucked in seconds, but being careful meant I didn't have to spend 500 5.56 rounds and 2 nukes clearing a random raider camp.
(EDIT) It's not really about the "difficulty" of combat, but the feeling of combat. Hard to explain.
Afaik there is no HP regen in the game on any difficulty unless you have 3 points in the Lifegiver perk. And there is no RAD regen at all. (Can be wrong tho, maybe there is on Easy or something).
You said you never used VATS on Survival? No wonder you stopped playing. I only did Very Hard and can't imagine you can play on this difficulty without using VATS pretty much all the time. You would literally go through your entire hoard of ammo within a single fight. The only sustainable way to play on VH/Survival is to go with non-automatic rifles, keep pumping Rifleman, get McCreary's perk ASAP and doing only headshots (except high-level ghouls, you wanna go for leg separation there instead). The realtime spray-and-pray playstyle seems feasible for the lowest difficulties only.

I also started on Very Hard and reduced to hard once I seen enemy HP being way too much. I also don't use VATS. I used it only a few times for laughs, but 99% of fights I just did as a FPS.

I meant slower when using stimpacks/radaway. On lower difficulty, when you take a stimpack or radaway, your HPs or RADs are healed up very fast. On Survival, it's really, really slow so you can't just keep soaking bullets and mash the stimpacks, or just run through crazy radiated areas and mash the radaway. They overall provide the same, the rate of "dispersal" is slower however.

Oh yea, no doubt about that. If I just wanted to win, it's very simple really, on any difficulty (harder ones just takes more bullet is all).
However, I play these games (exploration open world games like this) not to win, but to experience them as the character. I do meta but I don't meta to "win" and meta sometimes even against me. Very hard to explain and might seem completely retarded to some.
For example, I had dozens upon dozens of legendary shit all over the place from playing before modding them out, never used any. I had dozens of cores and something like 5 power armor, but I only ever used them on BoS "approved" missions once I was granted one, even in Concord I didn't use it (and yea, killing that Deathclaw without one nor a mini gun was kinda fun though pathing's pretty bad and even when you don't want to abuse it, sometimes it just happens, which is annoying). I didn't take any of the "super-powered" or damage boost perks either, to stay "human", mostly just crafting and charisma stuff. I used darker nights to be forced to use lighting sources in some places, which also made the mining helmet (with directional lightning instead of pipboy) really useful (till light mounts on weapons are modded in at least). That kind of stuff.
It's all really a "pretend" game I do for myself in these open world games, to make things "fit" for me, to properly experience it. Look and feel is also important. Whatever really, it's meta for sure, but a different kind for different reasons, of which "winning" is just a part of.
Yep, I went with full retard/super lucky build (1 INT/10 Luck, raised INT to 3 eventually for that mandatory Gun Nut perk) and I can say on the hardest difficulties it's the way to go since VATS is a necessity and luck is the stat for VATS.
I'm playing on Survival, no damage perks or VATS, but on the other hand I'm absolutely obsessive about every modding perk except melee weapons (hahaha, no). I make it a point to update my equipment whenever I can. An automatic laser rifle with recoil, damage and burning mods will still obliterate anything short of a Behemoth (lol noped the fuck out) and a Legendary Deathclaw (unloaded all my emergency explosives and kited him into a building entrance). But it goes through ammo likes it's air so I'm really quite happy to see Synths whenever they show up. All of a sudden my inventory has 600+ Fusion Cells.

Just wait. I got into the game with very low expectatives and the first 10-20 hours tricked me into thinking it was something half-decent. Don't drop your guard. The horrible quest design killed the fun for me.
