Most (though not all) skill checks are of the F3 quest-skip variety instead of providing a real solution.
Alternative branches, alternative rewards/punishments, different faction standings, locks/opens other quests, the list goes on... Ah, but whatever:

Skills themselves have taken a turn for the worse since now Guns encompasses all of the important weapons in the game: Guns+Repair+Skill 3 is now even less of a no-brainer.
Not unless you're willing to put 8-10 points in strength. I'm maxed in guns but can't use anything that would be called "Big Guns" back in the day.

Let's look at what food & water requirements don't do: Give you penalties associated with dehydration and starvation (since, as you say, they are quite easy to acquire).
Now, let's look at what they do: Cost you caps (especially important early on), weigh a fuckton, enforce travel.
The fact that ammo has weight is also of import. I usually like to branch out a little into energy weapons late game. Can't, because of the weight problems they pose.
Character creation is pure mindfuck.
