Is that only the case for position-specific bonuses? Because I was pretty sure that generic bonuses in a region work at least.

There's two very useful alignment locked buildings, lawful gives bulletin board for +2 to all rolls in a region while evil gives stocks for +1 to all rolls in a region. If you can maintain lawful evil alignment then +3 basically makes kingdom management a cakewalk.
It doesn't work. I was playing lawful good, which was why I noticed it. My core had the board, but the new regions (Pitax being one) didn't. Rolls had identical bonuses.
