He pops up there after the attack on the inn. It's my first time encountering him too, I'm not sure if it was an encounter added recently.
It has the Death-Stealing Gaze. I was thinking about tossing Death Ward on Seelah and sending her in to tank it.Does it have the Death Aura or just a draining attack? If you’ve got a decent tank you can get away with none or one unless it has the aura. Even there you can probably get away with Skellies and ranged.

What do recharge stations recharge?Ch3 is so big and stuff so far flung that you have to rest at least once to get anywhere and recharge stations are few and far between and well hidden.

Battle Mystery is INSANE. Definitely a reason to play the class in the first place if you’re doing anything other than Divine Nuking.
Seeker takes care of Trickery once you get the Ring which is pretty huge if you can’t stand Cam. Cam into Aru will probably be a common path but always nice to cover with the main. The three additional Caster Feats are probably the sweet spot to really get there on a dedicated caster since you want Point Blank/Precise for Rays. That leaves Focus/Greater and Spell Pen/Greater that you want by midgame.
Evocation to fire up Archon’s and Nukes (and Icy Prison!) but probably want to lead with Spell Pens since you’ve got Searing Touch which is no Save and SR completely shuts you down.
Not seen that Instinctual Warrior before in first party archetypes, I dunno whether it's one Owlcat have made or just from some very obscure sourcebook.
