I totally disagree with that reading. The game's maps are dotted with those hard optional encounters in an obviously deliberate fashion. I call it the "Deathclaw Promontory design principle".
Yes, but they're harder encounters you can take on at the level in which you're supposed to enter the area. Though I suppose it may be different on PotD.
