No the combat doesn't get way better, Yakuza games experienced some growing pains in transitioning to the newer engine in my opinion. There are less heat actions and the circumstances that you are able to deploy heat from are much lower with only one counter heat, less guarding stance heats, and less environmental heat moves. Most of the heat moves are deployed based on what you or the enemy are holding and from grapples. The lack of styles relegates most encounters to following the exact same rote building heat to go into Kiwami (Fist of the North Star) mode. It's still a good Yakuza game of course but there is more monotony in the combat and there is a lot of combat in Yakuza games.
Zero and K1 were peak yakuza (probably Judgement as well but I have not played that since it's only on Stadia on the pc).
