Well from the point of selling the game (and we do agree that selling the game is the main motivation here do we?) to the modern audience it was kind of a justified move. 1) NPC's hostile reaction to stealing is pretty random in both games, but it happens more often in BG 1 where generic houses and shops populated by unnamed NPC are more prevalent. It seems that Bioware was copypasting triggers with the maps, so all 3 "Smithy" maps in BG2 has alarm system.So, basically in SoA we have many places where NPC's wouldn't react even if they see you? It's so strange. I don't understand why the developers did this. Is it the same in BG1?
And also: Do some stores close at night and some NPC's (those in buildings) go to sleep in SoA? I just don't have access to game right now to test all of this by myself.
