No one would come anywhere close to a plague victim to stab them with a sword - "miasmas" and "vapours" were commonly believed to be the main spread vector of plague. So while the idea that people would be forcefully quarantined is perfectly fine, the execution of it is pants-on-head retarded.

Not least because almost no disease has 100% mortality rate, meaning at least some among the sick would eventually get better even if left untreated. We only need to look at any given disaster taking place in the real world to see cartoon villainy on full display. If the game is truly committed to nuance and grey morality over black and white depictions of such at every turn then there will likely be more reasonable individuals trying to treat the plague.
