An event like Lockpicking 4/5 is the best example of this. Even if the door was locked, we should have had a chance to try.
Bloodlines did it the same and nobody ever complained! In fact it's more RPG that you can't bypass your stats just because you are good at mini-games...

I'm terrible at picking locks. But if you sit me down in front of a lock with a bobby pin and paper clip, I can eventually pick the lock. In fact I have done just that, though it took me like 20 minutes.
I understand not wanting to spend time and money on making a good lockpicking minigame, but RPG != complete inability to figure stuff out because of stat investments.
Dice rolls abstract your ability to eventually get something right with minimal acumen.
Difficult mini-games that become significantly less difficult with the right investment simulate the same thing.
When done well, I think simulation is much more satisfying than dice rolls.
