In the end, it's pretty typical for a higher budget, more epic-in-scope sequel to include more exotic and far-flung characters. It's an effective way of showing that the protagonist is going up in the world and meeting people he never would have even seen in his former life.

But as for why they chose a Malian instead of an Arab or Turk or whatever, you'd have to ask whoever conceived the character.
