So they are using Unity and the Wasteland 2 development tools to an extent, does this confirm the game is in 3D?

They bought the trademark (which is the only "Torment" IP until now anyway, so you can call it the "Torment IP"), but what he's talking about is not part of the "Torment" IP, but part of the "Planescape" IP.
