How's the technical issues? Good to go, or wait for patches???
In my experience janky but playable. I've mostly encountered animation glitches and performance slowdowns in combat. The long loading times and the frequency of the loading screens are very annoying as well.

Not sure what they did to assassin but late game assassin can only do several hundreds damage per hit(with a sniper) now. Before it was at least 3 to 5k. On the other hand the arch-militant is still the best damager dealer in my team.

That is good, previous damage was crazy OP. This sniper is still in the far back and safe and taking out distant enemies easily and with Examplar abilities gets free attacks.

Arch-Militant with sniper rifle cannot deal more damage, especially since it cannot be Operative which is single target king. My Eldar companion sniper assassin just did 550 damage in single hit to one of the mini bosses in mid Act 4 from other side the screen. Since boss has like 1500 HP that is good.

Is any part of this game good?

The game is decent (I mean, internally coherent, combat kinda-sorta works, writing is adequate) up until Chapter 3 I say. I have not played this after release and I do not intend to replay it even under torture, but as a 40k RPG up until Chapter 3 (that's still 20-30 hours if you play leisurely) it's a .... adequate game, bordering on mediocre. The combat system is somewhat functional and they probably have improved it since launch.

The writing is essentially mediocre, if you played previous Pathfinder games you know that Owlcat is the master of writing a lot and saying very little. It feels very perfunctory. Art is likewise mediocre, the only good things are the chapter illustrations honestly, good Blanche feeling.

Music is beyond forgettable, a sin in a 40k game.

My suggestion? Wait for the second DLC, pirate it, and then finish Chapter 2. Everything after needs massive changes to be acceptable.

They are absolutely not going to fix chapters 3+ (though I think 3 is fine as a short interlude, personally). They will plug their ears and pretend everyone loved the game, rush out the two short, self-contained DLCs they initially promised, then abandon it.

If they're truly going for the 3d action RPG thing with BG3-like production values, Rogue Trader will indeed have far less support than Wrath. Not that it matters much, as you said they barely bothered to finish it.

There is one track that sounds like a military march song, that one sounds awesome.

There is one track that sounds like a military march song, that one sounds awesome.
They also added couple of nice tracks in DLC, very Mechanicus OST style. But yeah all and all its a decline compared to insanely good Wraith of the Righteous soundtrack.

It would be better if Owlcat just abandons Unity, the scenery looks good but the characters are depicted in a such a cartoony fashion, instead of the grimdark warhammer 40k style. I feel like a lot of potential was lost due to the assets.

Unity has nothing to do with Owlcats mobile graphics philosophy. They are just too lazy to change their assets pipeline or hire a different art director.

It's carried hard by being a 40k game that's not shallow bolter-porn.
Despite Owlcat making significant improvements to their ancillary strategy layers and side location design the combat, narrative, and roleplaying elements are all deeply flawed in a manner that patches and DLCs can't fix.

My previous playthrough has been in pause for so long I'm just considering the idea of starting from zero again.

Tha said, I'm not sure if I want to go back again to the commissar/officer build I played previously. While it was extremely effective, I felt like I was mostly assisting my squad (and throwing almost every single one of my turns at them) rather than doing much myself, not ot mention because I'd like to attempt approaching the game from a different angle/role.

Any suggestion of some build that is reasonably fun AND well suited for the main character role?

You can go melee psyker and then kick the irritating Inquisitor from your starting party. Or assassin sniper also works as only other such character is Eldar and that is not for dogmatic play

If you still want to play the party face but do respectable damage you can go sanctic psyker/officer/master tactician. The playstyle consists of buffing resolve to high heavens, which in turn provides lots of heroic actions from you and your companions, which then buff your actions in various ways (more damage, reduced AP costs). The sanctified staff and its variants also do damage based on resolve. All the while buffing your party's offense and defense.

I can also see the synergies between a melee pyromancer and the new executioner archetype, but haven't tried it yet.

Death World / Priest / Blademaster
The key components are Death World and Bladedancer, you can replace Priest with Crime Lord (for dodge optimization) or literally anything else.
Death World and Bladedancer make a killer combo thanks to Facing the End and Wounded Beast abilities. Facing the End gives you +10 WS and AG per trauma. Wounded Beast gives you +15 AG and WP per trauma. You have 80 Weapon Skill and 150 Agility by level 9. Just start every zone by having a companion wack you until all your limbs are broken.

Bladedancer then leverages your massive Agility into damage. Priest adds even more damage with Flensing Faith, while Crime Lord gives infinite dodge with Escape Plan. Use Noble's Sword (from the prison planet) in one hand, and whatever you want in another - Noble's Sword scales infinitely and works perfectly with Bladedancer doing a ton of attacks.

The only downside here is that you suck at skills because you are at a constant -15 to all stats which aren't WS, AG, or WP. But companions are better at most skills anyway - keep Cassia, Pasqal, and (optionally) Jae in your party.

I'm liking this dlc so far, i'm hoping owlcat keeps up this trend of story expansion dlcs with new companions thrown in over some sideplot that has nothing to do with the main game.

Entering commorragh now so will see if the dlc content dries up after that, could be it just frontloads more things to do in chap 1-3 which are already agreed to be the game's best anyways.
But yeah so far got lots of decent onboard ship drama and some sidequests in the vanilla game got super expanded to be more an overarching plot so will see where that goes.

Then you get a killer goth hyper speed combat assassin waifu sworn to you in blood who would kill you herself before allowing any heretic or xenos to defile you (chap 3 still happens but its the thought that counts!). Cringe jokes aside, i expect death cultists to become a lot more popular in general now because dlc sells them well.

Also dunno if its the dlc companion effect but i get the impression a higher % of npcs react to having her in the party over the eldar, inquisitor, mutant noble or sister of battle in the same crew, must suck to be a death cultist introvert.
