I'm pretty sure the regular steam version is the goty edition. If not, the expansions don't matter yet, they are high level content anyway, you can just wait until you are ready to get them, the base game has enough to occupy for a while.
I'm trying to install watercolor mod, but it requires GOTY edition.

I'm pretty sure the only version of Morrowind on steam is the GOTY version. Could you post a link to the steam store page?

This is like a... 2002-04 game? Guessing you haven't been able to buy a non-GOTY version outside of a boxed copy for a decade.

How do I identify the magical properties of ingredients in this game? All I see in the item tooltips are question marks under the item name. Thanks.

I believe you have to actually have the proper alchemy skill, or use it in a potion. I'm not sure though, it's been a while since my last alchemist playthrough.

From the wiki:
  • 0-14: No effects visible
  • 15-29: 1 effect visible
  • 30-44: 2 effects visible
  • 45-59: 3 effects visible
  • 60-100: All 4 effects visible
So at every 15 levels you reveal a new effect.

HEY! I'm going to try this again. This time with BTB's mods.

Can you help me make a mage character?

I thought, since melee combat feels quite shitty, but creating spells sound fun, why not make a pure mage class? I'll have plenty of time to sneak and shoot arrows in Skyrim!

you can join all of them, the exception being dark elf house factions.

there are also some quests that will prevent you from gaining higher ranks in a faction, but when you use your brain those won't be a problem.

Can't do the FG and TG AFAIK. Also, being in MG affects HT.
It IS true.
There is one specific quest in the FG that might make joining/advancing in the TG impossible, depending on how you complete it.
Also, while MG and HT are archenemies, you can still become master of both, although your standings with both increase slower than usual. Same with cult and temple.
Only membership of the three houses is mutually exclusive.

Can you help me make a mage character?
You know, I once beat the game larping a nude drunkard that got through 99% of the plot with bare fists. It's pretty much impossible to gimp your character in Morrowind. The only danger is that you struggle early game because you level too fast thanks to primary skills like athletic and acrobatic.
There are two tipps I can offer you for a mage character, tho:
-Birth Sign Atronach is OP a.f. and imo a must if you want to rely 100% on spells without having to sleep/chug a potion every 2 minutes. The fact that you don't regen mana sounds bad, but there is a really easy way. Get hold of the spell "Ancestral Ghost". Create your own spell with "summon ancestral ghost" for ~10 seconds. Once you're low on mana, use the spell and immediately start attacking the ghost with a non-magical weapon(You want to aggro the ghost, not kill him). The ghost will attack you twice with a spell, but your birth sign's special effect has a high chance that the damage will be converted in mana instead.
-If you really want to minmax the shit out of your character, do not take every magic school as primary and secondary skills. Make sure at least one Willpower-dependend skill is not amongst your prim./sec. skills, otherwise you can't get the triple x5 Attribute bonus every levelup. Similar story with Intelligence, but IIRC there is one or two thief skills that rely on Int as well, so that one might be less likely.
That being said, the game is far from difficult and easily beatable with a less-than-optimal build, so you just might as well try and take what sounds cool.

I believe that if you have Conjuration as a primary skill, Summon Ancestreal Ghost comes with your character so you don't have to buy it.
