MadGamers has put up a review of Europa 1400: The Guild. They compare the game to The Sims, but also say it's worthy on it's own merits. They give it an 8.6/10 as well. Here's this:

There is a lot of depth to the game. The five difficulty settings, from very easy to very hard, offer a varying challenge to the games player. Progressing through each of the settings will require skill, patience and a good level of tactical ability. The missions, whilst not being as good as they could have been, are certainly reasonable. Completing the early tasks is definitely a lot easier than the later tasks, and the variation between the tasks is good enough to allow skills to be honed to complete each mission.

Despite some links with the Sims games, this is a game that truly stands on its own two feet. The original style of gameplay, the politics and feel to the game are an injection of originality that has not been seen for quite some time in the strategy/simulation genre of gaming. The depth of the game is something to be admired, and although ultimately Europa 1400: The Guild can become repetitive at times, there are games far worse than this one - but not all that many that are better.

That sounds like an endorsement!
