If the UI isn't good out of the box - and they usually aren't as we've seen in Veilguard and even Solasta - the UI designer was incompetent.
There is also a difference between "tweaking to your liking" and "making it useable".
I sort of agree with this, but generally any modular UI stuff tends to just be a pain in the ass.
