Where does that Wand of Cloudkill come from anyway? Is it vanilla or from a mod?

That's it exactly. The wand isn't casting a spell, but applying the same effect that the spell does. The lich is protected from the spell but not the particular effect. That's vanilla. I don't currently have SCS installed but I don't think he messed with the items like wands too much.

Modders and "modders" are two different things, my dear devil's advocate. Wesp is an example of the former, whereas Tessera is an example of the latter.

These names are unfamiliar to me. Which games do they mod/"mod" and do you have any examples of their works?

Both mod Vampire the Masquerade: Bloodlines. Wesp is a German BRO who fixed all the bugs and typos and brought back cut content. There is some controversy over the stuff he brought back but his patch is generally considered to be an excellent thing. Tessera has made nude mods and porn skins for the female vampires.

Tessera is the Dialogue Coach and Texture Supervisor for the True Gold Patch for Bloodlines.

Liches in BG2 are specificially excluded from being affected by 5th level or lower spells, significantly Breach, by LICH.ITM. BG2 couldn't give a fuck about PnP rules. Vanilla has it that way, and SCS maintains it. Something got messed up in your install.
I recall SCS allowing Breach to work on Liches.

Speaking of killing Liches in BG2, does the undead slaying axe work on Liches that have cast Protection from Magical Weapons? Does the spell protect from the insta kill effect, even if it protects against the regular damage?

PfMW protects from that I'm pretty sure.

And yeah, I tested with the Cloudkill spell, they're indeed immune to that, it's only the wand that kills them. And the wand is gotten from the starting dungeon (with just 1 charge, but you sell and then buy it, it costs but now you've got 50 charges), though there's more of them too I'm pretty sure.
