Each Luck point gives 1% critical chance in both FO3 and NV, plus it increases every skill % a little. It's a lot more useful than strength or charisma.

Bethesda thinks Three Dongs is cult classic so I'm sure he's going to return.

It's not canon but you can kill him, so it probably won't happen unless they pull a Gaider and say he's not dead because he's not and fuck you.

Hopefully Bethesda learned something from FONV.

I haven't even played F3. Judging purely from NV.
In my experience, besides luck, all other stats play a role. How much impact every one has depends on the build you're playing.
For a FPS/RPG game, I think it's good enough.

Luck dramatically affects gambling
It also helps in a few dialog checks. I don't remember many, but there were a few. I remember because I never had enough luck. Usually kept it at 1 in FNV. (Just like in real life!)

Oh God. At least in NV there are some SPECIAL-based dialogue challenges, but in F3 it's a complete and utter joke.
Yeah, i know. There are some intelligence checks here and there, a bit rarer- strength checks. Almost no others as far as my experience goes.
How much impact every one has depends on the build you're playing.
For a FPS/RPG game, I think it's good enough.
I think you play a build of a person who shoots things. Funnily enough, PER seem to do fuck all to help that.

The games use Agilty for shooting, for some reason (having shit Agi just means you have fewer action points though, so it's a dump stat if you don't use VATS). Perception is for scouting ahead (red dots on minimap).

Didn't the voice actor of three dog already pretty much confirm he would be returning in fallout 4 not even a month ago on twitter?

Voice recordings? 3dawg explains he does those, in case you approach him in person with the radio on. Or he'll play another character, it's not like hearing the same voice on 600 NPCs bothered people before.

They cast 3Derg as Nazeem in Skyrim. They'll find another character for him in F4. They can't help themselves when it comes to recycling voice actors.
