Good game design makes respec obsolete by your own arguments. The lack of respec forces the player to make a choice as to how to approach the game from beginning to end, thus every choice is relevant. And as to the unfamiliarity of a player with a system, that's part of its charm - you fuck up with a particular build, realize your mistakes and then either adjust or try a different build altogether.
My arguments does not make respec absolute since my arguments targeted people who trying to read notations to people how they should play a game, my point was that if respec doesn't harm you physically - allow people use it as they want.
Your explanations about how choices important work only in ideal game where all spells useful and skills work like in rule book (which impossible even in PnP, thats why some people making home brew ruleset), but more realistic situation would be:
"Player create character with stats how he imagining character, after 30 hours in game he realizing something wrong, check forums and read that some spells/skills does not work as they logical should or just useless, trying to re-roll character (because cheating can broke achievements and game in general), gets tired playing same prologue over and over again and waiting for patches or event forget about game."
So yeah, what I've previously stated. Your argument in favor of respec is based on its perceived necessity as a cope for the game's current state and not as a design choice.

Not to mention your point on cheating which is quite funny. Basically, you want respec as a kosher developer-implemented cheat.

Yeah may not be Russian specific, reading between the lines of the Insomnia's developers post about the release date suggested someone was giving them info that the best time to release was now. (Maybe Steam?)

In October and November only suiciders releasing games if they aren't AAA-companies.

Wow Pitax has actually its own fast travel map, little port with stalls and academy, plus main square and palace that is 4 locations, guess they wanted it to be mini-Athkatla but cut content.

You find any interesting quests in Pitax? :D

There are quest markers though. Areas tell you when they're updated, which generally happens as a quest progresses.

Another helpful tip, don't have more than 10-15+ manual saves because it will tank the performance with 10-15+ fps, even more if you continue to save manually, or have a ridiculous amount of quicksaves. I removed around 30-40 save files and the performance gain is ridiculous, jumped from 40 ish to 60+, what a garbage ass engine.

The Codex backer quest is associated with Pitax! I have no idea where exactly they ended up putting it, though. Did you run into a group of pirates by any chance?
There is a quest called River Pirates, but I am not sure it was Codex content. I was very sleepy when doing it though maybe I didn't read carefully.

I would amputate a finger if I could increase my out of combat movement speed.
One thing I absolutely do wish they would add is some way to speed up time when walking around. Lots of the areas are very large, and since you can't just exit from anywhere you have to walk all the way back out of the labyrinth again. It's a waste of time, and doesn't really accomplish anything but annoy people.
install cheat engine
edit->settings->hotkeys
bind 'Speedhack speed 1' and 'Speedhack speed 2', make sure #1 is set a 1.00 and #2 is set at something like 2.00 or 3.00(I personally use 3, normal/fast(2.0)/very fast(5.0))

I can't play games without it anymore, too much pointless walking
