But iirc TOEE kinda implemented everything in the source material, the adventure book. The problem is that they did implement Hommlet, but in that town you were meant to have human beings playing with you in a pnp session. Without them you get the ghost town we all know.

It's true, but when you look at ruleset implementation to support content, Solasta is closer to feeling like sitting down to play 5E while ToEE isn't quite as close. (Also, it has those shitty radial menus.)

ToEE has nothing but the rules. Solasta has much, much more going for it in terms of systems. The encounters just don't use those systems in many interesting ways.
The AI is capable of it though. Not perfect by any stretch but they can do some interesting things in the DM, depending on the environment/difficulty. Its only been casters that I've been disappointed in and thats not necessarily the AI, just the inability to set the parameters of the spells they cast. Their early year teaser is highly likely another official campaign, so we can see if they are changing up their approach. Their devs do play the DM creations as well.

Yes - and AI is part of the system framework. It's only the content holding the game back, but unfortunately the content is what you engage with.

Yeah not only that but some of the most challenging battles in Solasta were the random encounters on global map :-D.

When the rules are more solid, then you can create more interesting encounters. Yes, Solasta may want you to hold a pearl while identifying items, or have a light darkness system (which works only if you go with no intravision party), but those works more as gimmicks not as something that enhances the gameplay. In ideal world we would have 3e rules with Solasta systems that are implemented not in self deafeting ways (intravision goes bye bye).

The Codex in 2023, when classic RPGs like TOEE are shit on for having "nothing but the rules" and 5E Solasta is praised for it's "many systems".

Elevation and flying sounds good on paper, but in practice, in Solasta you just equip everyone with a secondary range weapon and you are good to go. You need to both work on the encounter design and elevation system to make it work. Systems that are either broken or trivialized by content aren't that impressive. I agree that the best game would take rules from ToEE, extra system from Solasta (but improved them) and add great encounter design at top of that.

Solasta is great as a tactical game because there is no rules bloat.

3E is about buildfaggotry, not tactics.

But the fault does not lie entirely with content, you can't improve elevation/flying system only by improving encounter design or enemy/ item variety. You need to rebuild the system from scratch.

if that's the case, you'd have to do the original TOEE adventure from scratch. Maybe Troika chose a boring AF adventure to adapt?
