I would not read too much from that quote.And the statement about aiming for "People Who Do Not Play Our Games" basically ensures it will be a failure, because alienating your fanbase is the best way to do that.
Each Witcher game aimed at 'people who did not play CDPR games'. That's why Witcher 1 sold about 2 million copies (before Witcher 3 release), Witcher 2 about 8 million copies and then Witcher 3 became a global hit 2nd only to the likes of GTA 5 with 50 million copies sold worldwide.
I'm sure they're hopimg to bring even more players now, since the hobby grew since 2015.
Of course it also means they have to write each game in a way it would be accessible to first time players, not knowing the previous games. Given the success of Witcher 3 which for majority of fans was their first Witcher game, so far they succeeded in this effort.
