One thing people need to realize is that the industry at this point can't really "change directions". These studios are going to go ahead full speed against any wall on their path, because the ideology they are embracing is too deeply set in their believes to make corrections without calling it "the biggest betrayal conceivable" or some shit.
Best one can hope for is that new players will emerge and replace them, but even that is not exactly a given.

That said, if we were talking about something within a realm of possibility, a woman can still have an ass (and quads) that is bigger than her chest and a good looking waist to boot, even if the breasts can't be as big as one would like them to be (I am not talking about plastic surgery).

And even if that's not possible (because you don't want your character look like Chun-Li), there is still no reason to limit yourself to an average skinny girl.
