It should at least tell you that they'll sell you the game with the expansion and at version 2.0.12, and not the initial release. That's what the torrent for the GOG version says......that reply doesn't tell me a damn thing. Guess I'll have to find out myself some day.
That's the gog installer version, which has nothing to do with the game version. The "plus" may indicate it's the fullest version of the game, which also means nothing, only that the game comes with the expansion. There's no info about the unofficial patches.

UI Enhanced adds to the user interface of Quake 3 by providing a more
flexible and powerful way of setting up single player and server games.
It replaces only the user interface, leaving the server and client
code untouched.
You can create a rotation of up to 32 maps, or a random selection from
your map collection. In addition to selecting your own bots, they can
be randomly picked and replaced on each level change. The bot skill can
also be set or randomly picked from a range of values.
Many server parameters can be customized. A script can be saved for
loading back in at a later time, or for use with a dedicated server.
In addition to the new map and bot game generation, there are numerous
improvements to the rest of the UI interface. An better model/skin
selection page (along with a model animator), an Unreal Tournament style
bot control menu, better add and remove menus for bots in play, as well
as many other small tweaks and bug fixes.
Been using this, the game looks great.I've collected the files needed to play the Steam version of Silent Storm that supports v-sync and corrects all the bugs in the steam release and includes (optionally) all the common mods. I've also provided two hacked versions of the steam .exe to support widescreen 1920x1200 or 1920x1080, but I've included instructions on how you can change it to ANY resolution, including 4k and older ones like 1680x1050.
Note that all widescreen resolutions cut off the bottom of the main menu text (see image below) but doesn't impact the game or gameplay screens.

1. Apply S2 Steam Patch
2. replace the d3d9.dll with the one from d3d9_vsync-forWidescreenSteam
3. replace game.exe in the Silent Storm folder with either the game.exe.1200 or game.exe.1080 files
To play in 1920x1200/1080, select 1024x768 from the in-game video options. V-sync and widescreen will now work.
To change the resolution that 1024x768 displays, open the included game.exe in a hex editor, such as hex workshop, and go to position 00128DF3
Depending on which .exe you've opened (.1200 or .1080), change 80070000BE3804 (1920x1080) or 80070000BEB004 (1920x1200) to any other resolution. You will be replacing the 8007 (1920) with the new horizontal resolution and the 3804 or B004 block (1080 or 1200) with the new vertical resolution.

edit: should also work on the GOG version, but parts of or the entirety of the steam patch are redundant. Shouldn't impact the game, but has only been tested on the steam version.
Go to http://dege.freeweb.hu/ and click the 'downloads' under dgVoodoo 2.
Choose the latest version
Unzip the files to some folder
Copy all files under the 'MS' folder to your Overseer directory - <STEAM FOLDER>\steamapps\common\Tex Murphy 5
Play the game (run the dgvoodoo setup if you want to remove the watermark)
There are a few small glitches (looking up/down when not moving), but those are totally negligible
