Why even bother writing in an established setting with established characters if you're not going to respect anything about it?
It's one of those memes that have apparently been lost to time. Regardless, Caine's personality and motivations in Bloodlines outright contradict the description of Caine as given in the Gehenna book (not the novel, the one with multiple endgame scenarios). They provided players with multiple (admittedly lousy) "canon" endings, but Caine's personality is fixed. Troika botched it.
It can exist as your headcanon, just like Deckard being a human is my head canon, but officially, the guy's a replicant.
Hmm.. maybe one of the thinbloods from the beach, none of them besides the foreteller were that interesting, and you're a thinblood too so..

The point is, that within the game, the taxi driver is Caine, because writer said that it's Caine.
Someone who is not related to the writing team of the Troika, retroactively announcing that it is not the case does not mean shit. You can't pick someones work up and state that your opinion is canon, if the author of the original doesn't back you up (and even then it's shaky).
Deckard is replicant because the author said he is replicant and you can't change that. Taxi driver is Caine because Troika (author) said he is Caine, and White Wolf can't change that.
