Yes, this is VtMB2: Character, Codex, Ability tree, Control, Scheme.

It also has motocycles so it must be urban fantasy. I was always rooting VtMB2 to me medieval fantasy.

Top right: A progress bar, possibly duration for a discipline? If I squint it looks like "AUSPEX" written above...

Assuming that is the game at all. I'd like to think no one is stupid enough to leave something visible that isn't supposed to be shown, but that usually doesn't pan out in reality.

It's one (or perhaps both) of their unannounced games. They're blurry and vague enough to not be too big of a deal; maybe if it were possible to enhance the image on the right to make the text readable.
