Having a house is still the less Fallout-y concept I can think of right now. Fallout, for me, is about travelling all the time and never staying in the same place. Having a shelter is ok, but not a home.
I don't think they are going to try this "build your own town" approach now, however. Bethesda aren't known for their sturdy engines, so having to process all that crap could be a little too much for Gamebryo or whatever it's called right now.
