Game balance absolutely matters as it affects all your choices and how the combat system responds to it. It's pretty much foundational for enjoyable combat. Balance does not mean every class combination is equally powerful.
Who do you actually know that has ever said they play RPG just for Romance? I have heard that allegation before but I find it hard to believe considering Romance is an optional and small part of the overall components of any RPG

On top of that you have to account for how optional the mechanic even really is. If the game is entirely balanced around the use of shitty or broken mechanics than the choice to not use said mechanic may just as well equal to not playing. Hitman absolution did this exact thing where it lets you turn off its retarded "you cannot see me" meter but then the vast majority of levels becomes borderline unplayable in stealth because those levels were designed around the player being able to go invisible from time to time.

My biggest problem with romances in western RPGs is that they are always just bolted on top of concept that fundamentally does not support them. One second you are playing mister serious commander on a mission to save the world, the next you are in a mans1ay3r game poop video.
