Mechanically - yes (Settlements, PA, crafting etc). World building wise - absolutely no.
This 110%. I've never heard anyone say Fo4 is a more complex game than NV, because that statement is so wrong that it'll probably send anyone into cardiac arrest if they realized what they just said.
The world is so disjointed that it's a wonder the same company was able to make Morrowind. Seriously
every bit of narrative design falters, and it's quite a sad thing to see.

My friend this entire forum is dedicated to butt hurt and shit slinging, you're in the wrong place if you want a loving environment.
But back on topic, I do agree that it's an improvement over Fo3 in a few areas, and yes it does feel like Rage. Yet the issue is that no one wanted Fallout to become a mindless loot fest that was somehow an even shallower experience than Fo3 in terms of story and world building, and yet here we are.
