You have 5 villages, so you obviously deserve 1 town. If you cannot upgrade anything, it means that you are not fulfiling the requirements yet. I gave you the requirements. Are you fulfilling them all?
You can go a long ways just huffing cure scrolls, potions, and wands from your inventory. At least that’s been my experience. We’ve been rolling with a lawful evil cleric and she won’t heal our dumb asses.
So they finally patched the controller support in PC version so I can start playing in at my own pace. But something is bothering me. Whenever I'm trying to scout with Linzi I always trigger cutscenes that automatically start battles. I'm only in the beginning, does it happen a lot later on?

You want to get attacked since it’s your only source of extra experience. If you don’t use Linzi for her special ability and someone else for Stealth. Linz isn’t better for Lore and Petsuasion since she gets free points in Lore as she levels.

Oh, I’ve never fought Kressle/Paladin. Easier to just negotiate.
Linzi has better things to do than Stealth (although I did have a Thug Linzi that snuck in and opened combat with Fearing Dazzling Display which is fun).
I'm gonna drop some tips here, because: 1. I'm nice, 2. because you're a zoomer and some of your questions reflect the decline in our society and 3. because you're starting to deal with the kingdom stuff, which is severely underrated:
1. your treasurer should almost never solve problems. (S)He should almost always take advantage of opportunities, rank up or have deals going. If your Treasurer gets involved that usually ends up with you losing BP.
Except "The Gambler" which is perfectly suited for your Treasurer and gains you BP. Life lesson: gambling is bad. And there is also the one where you have to put out a fire, if I remember correctly.
2. Bald Hill cards ALWAYS end up with a win, which means they're a free upgrade to the stat of your choice. Don't waste coins on them, or stress out.
3. The buildings in your capital should (~75% of them) be erected as freebies. The ones that you might want to invest in are: alignment-specific ones (for flavour), the ones that give you an advantage on dice rolls (if you have the BPs) or the ones that pump Espionage or Tanneries (probably most important).
4. The buildings in the settlements in the outskirts should be your artisans establishment and tanneries. If 2, then that's a prime candidate for upgrade.
5. Green notched cards, usually, mean a reduced DC for that advisor, most often by 2. Most often because of narrative reasons.
Now, my approach to projects (and so note that this is MY APPROACH, arguably not the best at all): I will invest in anything that gives me BP, especially in the first 2 or even 3 acts of the game. I will also build tanneries, since I feel they're basically the only buildings that count towards the upgrade goal that actually pay for themselves.
But that's it. Starting mid-way Season of Bloom, you should be able to keep your kingdom going.
Improved Diplomacy is obvious bait. Never invest in that one.
[*]Minting coin too. Minting Half-Weight Coin might not be, depending on your Espionage, and how fast you get there. Haven't done the math. You need Delgado to get it. Evil playthrough. You need to know what you're doing. etc
[*]If you're evil, selling Soul Jars might be the best way of getting BPs in the whole game, be warned that it DOES keep your Treasurer busy for 1 month - that can be very dangerous and crippling.
[*]I also like the Trade Agreement with Maegar Varn, despite it being late. +2 for 75 cost. It might end up paying for itself by the end of the game, and even produce profit. Did not do the math.
As far as Throne Room events go, if you - indeed - choose your advisors alongside your alignment and roleplay according to your alignment, you should be able to deviate at times to take the free BP whenever it is offered to you.
Always High Taxes, but no Import Taxes. No Import Taxes might as well be the most important decision you take in the Throne Room, which allows you to do whatever you want otherwise.

Yeah, take the 500BP when you get your barony and spam Shrines around a Monument in your first three settlements and solve every problem/opportunity you can with your Priest to unlock Arcane (and Teleportation Circles) ASAP.

The only time that ever happens is from the Ancient Curse. You have to be available 14 days before that timer runs out. Other than that you’re free as a bird.
Yeah, you have to really, really procrastinate for the main plot crises to actually destroy your kingdom. The only one that's really a risk is the hill curse and you always know exactly when that's going to happen because there's a timer in the journal.
Well, one event that's potentially harmful that happens during Act 3 (and potentially when you're far away) is the Gray Rebellion. I mean failing it it won't make you loose the game, but it might hurt for a longer while - until you can restore harmony to your subjects much later on.
