Because I'm not, that's just how the games are described. At the back of Skyrim's box, you're going to see "open world fantasy" describing the game. Not ARPG.

A game can be both.
Just like how Fallout is an open world game, with turn-based combat.

Yes, what exactly is your point? Diablo and clones are exclusively called ARPGs, while Skyrim needs more terms to define it.

Fallout 1 and 2 are hardly turn based open world games. Ultima V is a more proper example.

How so? It's an Action RPG. So are many other games.

If you want to describe the totality of Skyrim's gameplay, you can go ahead and throw in open world into the mix. Doesn't stop Skyrim from being an Action RPG.

Didn't vote due to exile but BaK is my absolute favorite RPG of that year and it is the only game that comes to mind when I think of "Good writing in an RPG" other than Avellone stuff.

Some of them? Sure. Wizardry was a formative game for early JRPGs.
They are not my purview per se, but quick search shows SMT.

SMT used top-down perspective for its global map, though, so it's not a perfect example.
On the other hand, some Western DM-likes used similar top-down global map. For example, Abandoned Places 2.

You were the one who claimed Gothic and Skyrim aren't referred to as Action RPGs, when last time I checked everyone does. Take a look at the Top 101 PC RPGs reviews.

Gothic II (along with its expansion) is both the greatest open-world RPG, and the greatest action RPG ever made bar none.

The first game in the Gothic series is smaller, clunkier, and more difficult to get into than its classic sequel, but once you do break the initial barrier of a somewhat bizarre control scheme and dying every five minutes (some might consider this a plus) you'll discover a uniquely atmospheric and surprisingly well-designed open-world action RPG..

Dragon's Dogma is probably one of the best - if not the best - implementations of the Action RPG concept in the industry.

you should play The Witcher if you are looking for an atmospheric action RPG

You can expect all the Piranha Bytes trademarks in Elex (...) third-person attack-parry-dodge action RPG combat

Automata is solid a third-person action RPG

And more.

Posting the back of a fucking box means jackshit, else we will start using box art to determine whether a game is an RPG or not. Who knew settling the "what is an RPG" was as easy as saying "just look at the box!".
