Normally you can no longer walk after making an attack, and only one attack is allowed per turn. Pay attention to the red highlights on the other icons when you hover the cursor over an ability - it shows which of them will be blocked after this ability's use.

That's the Warp veil. It fills right to left and the more filled it is, the riskier psychic powers are.

If you look closely you'll see a little gold bar with a skull over it - that's the Warp threshold point after which... something... happens. I never hit it. In some cases I've seen it be closer to the right than that too.

The equivalent bar on the right of the portrait is the momentum bar, which goes up as you kill shit and can be spent to activate a character's Heroic ability like having Argenta make as many attacks a round as her gun will let her, rather than just 1.
