That's what extenders are for. There could be an skse mod for that, but i never play a mage in Skyrim so i wouldn't know.
Let me guess, you played a stealth archer right?

I guess Morrowind is better but I tried to mod Skyrim and it was worthless. There were only really 2 tools to change things and mod things and both were very limited. They are happy to let you add new stuff within their strict framework but you can't really change anything... For example want to do something simple like have a spell with a cast time? Nope.
But there’re already like 10-20 spells with a cast time in vanilla(master level) and around 100+ charging spells added by mods. Unless I didn’t get that you mean

I love how a minor transgression in Oblivion is enough to make a close-knit village community fight to the death with nothing in the way of trial or jury.
That's how 99% of rpgs are that allow such things with exception to the Gothics.

I'd say Starfield's better than Oblivion overall; it's got far better core systems than Oblivion for a start. Starfield combat is fine if not great, but Oblivion combat is properly abominable. Oblivion character building is awful, inherting MW's already-poor system* but even worse because levelling up actively makes the game worse, while Starfield character building is okay and opens up some interesting builds and perks.

*the only positive change being skill-related perks every 25 levels

As a worldspace, Cyrodiil has a little bit of that spark that the other Bethesda games do, but it falls apart faster than in any other game when you realise very early on that every cave, every Ayleid ruin, and every mine is almost the same, with some rooms and corridors recycled way too often. Starfield meanwhile obviously suffers horribly from the lack of a consistent worldspace, but the actual dungeons when you finally reach them are generally better.

For quests, it's a toss-up - Oblivion has some very imaginative ones but so does Starfield (that one where time's going weird, or that one where you meet Amelia Earhart, for example), and both also have a lot of timewasting trash. If I was forced to do a full playthrough of one of them at gunpoint right now I'd pick Starfield easy. FWIW I think Starfield's better than Fo4 as well, but I also think Oblivion is better than Fo4.

What? Absolute nonsense.
Fo4 is better then Oblivion but not by much.
I would grade Beth games after Morrowind as following:

Oblivion 2/10
Fallout 3 3/10
Skyrim 4/10
Fallout 4 3.5/10

Only good thing about Oblivion is few side quests, some mechanics and that pretty much it.

Both world and dungeon design is easily the worst of all their games (haven't played Starfield) and level scaling destroys any sense of progression and exploration.

Despite Oblivion's flaws, I still enjoy walking around the great forest hunting deer. If I just want a calm forest walking simulator Oblivion is still king.

Oblivion is automatically better than Starfield on the basis that Oblivion actually allows male characters to be leader figures and competent ones at that.

Starfield is - like so much modern slop - full of obnoxious token diversity, somehow manages to have even worse looking NPC's roaming around and almost every faction is led by a woman.

About the only thing it does better is the graphics and the ship building is decent.

Anyway, the things I liked about Oblivion were some of the side quests, which can get pretty trippy. Like Sheogorath's or that nightmare quest. Spell and item crafting was pretty neat too.
Overall though yeah, it's not great. It introduced conventions that later plagued later beth games, effectively making it the start of decline.

Grim realization that beside entrances to dungeons and occasional enemy there is nothing of interest to be found in them.

You have to judge it by its time, and at the time they were excellent. This is no better than saying Space Invades sucks because of its shit graphics.

How do you account for the fact the Morrowind still looks great then?

There are plenty of older games that still hold up visually

Oblivion looks like shit
