It's still easier. Even if you full-on rape a guy, there's not only a much smaller chance of it getting reported (due to the shame and whatnot), but more of a chance that people won't believe him if he does report it. Which is definitely something to take into consideration.

Some are ok, but most would need serious tweaks to fit Fallout, as Jedi Master Radek said.
Take Myron for example. His face is all wrong: he's supposed to be blond, sickly and pimply. And older. Attitude is wrong too, he looks like a kool kid rather than a creep.

The hooded figures are wrong, they have flowing hoods while the models have less feature-conforming, more rigid and triangular hoods. And the guy's hood looks more arabic than anything, while the original characters look more like bums.
Leather girl isn't supposed to wear a skirt. The leather getup is supposed to look like Mel Gibson's in Mad Max, with a leather jacket rather than a form-fitting top.
