There are quite a few noticeable improvements in the technical construction of WM1 (not so much in the artistic aspect). First of all, a lot of the unnecessarily drawn out and dreary text of the base game has been drastically reduced. Maybe they figured that if they have nothing to say, it's better to say it with as few words as possible. I agree. Second of all, it has a clear tension arc that culminates in a dungeon romp that feels earned. You have a set-up and a pay off. The "form" if you will is much clearer and not as chaotic as in base game. The scope is much more restrained than the dalliances with the divine of basically the entire franchise outside of WM1, which cuts out the bullshit that plagues PoE in general. If you go do WM1 at an appropriately low level, it has the best combat encounters because you aren't freakishly overpowered yet. These combat encounters start dropping actually cool loot for once too.
