For the Russians it's different. Devs don't have to stay in Russia - hundreds of thousands of people left after the war started. It's especially easy for IT specialists. With their skillset, they could find a job everywhere else in the world. And yet they stayed and CHOSE to stay in Russia and work on projects there.
