Playing on survival difficulty, which should increase the chance of a legendary enemy but the distribution of legendary enemies is a bit weird. In levels 1-9 i did encounter 1 (a bear of some kind, couldnt kill it). And just now i encountered 3 in 20 minutes, all ghouls, one of which mutated (best loot is probably an armor piece that reduces damage from robots by 15%).
