So, I just have a lot of skepticism with the game still. Now that streamers and youtubers are getting the early access, I am able to see what I consider the telling parts of the game, like the upgrades. They dictate HOW the player can interact with the world, it doesn't matter if you can "reCruiTe AnYone", because outside of appearances, it will all come down to WHAT they can actually do.
The upgrades seemed very uninspired, like, "you can disable this drone now" and the upgraded being "you can hack it now". With one drone type being a separate upgrade. One of the coolest "hacks" in the series was in WD2 when you could call the cops on someone, or send a hit squad from some random gang. It added a level of unpredictable chaos that fit the whole hacker mindset very well, and was also entertaining to watch, and felt good leveraging the distraction to accomplish a goal.
That's all gone in Legion, and I didn't see anything similar. The 'coolest' thing I saw so far was riding a hacked drone to get to the top of a building.
Given all that, I just am not really seeing the point of the "recruit anyone" system, as the tools and ways of interacting within the game world i.e "player agency" just seems very...generic. it's like they did not run with the hacker setting at all.
If I could alleviate your concern somewhat, I was also initially bummed that the Call Cops/Gang ability was gone. However, just from looking at some previews, there are drunks that can call in buddies for fist fights, riot starters that can rally nearby civilians to fight with you, gang members who can summon backup, and even hypnotists that can convert enemies to kill their allies. I can see that if everyone had the overpowered ability to call cops or gangs, then that would essentially make those unique abilities redundant.
It's dual channel RAM.With Nvidia driver update. I get 33 fps min, 49 fps avg on medium-high hybrid. Decent performance since none of the settings actually look bad.My PC is way too puny for that. I bet it is optimised like crap too.

I have 4 sticks on T-topology in my MB, with speed 40 GB/s, if I had CPU with quad channel I'd have speed 80 GB/s

Whatever you wankers say, this game has been incredible so far. The tone and atmosphere is spot on.The characters do not make me want to rip out my hair nor do they emotionally pander, they treat the darkness as part of everyday life which it is.
The writing thematically is interesting even if it doesn't dig at it deeply, the radio is genuinely good satire.
The gameplay is systematic to the point I would call it an open world immersive sim. I'm given options at every opportunity and they are not withheld in some arbitrary skill tree, instead I get to decide what I want to do, something actual modern immersive sims still forget. The NPC don't just have a routine, they have a system, you can exploit so much. It's incredible. In a lot of ways this game is similar to Far Cry 2, even if people are not kind to it at this point eventually all will look back with admiration at this game. I am sure this game isn't gonna succeed. Instead it will be iterated and streamlined into something palatable by the masses, ala what FarCry 3 is to 2.
Clint Hocking is genuinely incredible, I hope they continue to let him make his own things. Even if they are not mass market success, he does give Ubi the base to make their copy paste garbage. And we can get 1 good game every 5-7 years.

Also writing does matter, there is a reason that Skyrim is literally unplayable and it's not because of gameplay.
